Zhajimin was born in Haining, Zhejiang. He worked as engineer, plant manager, and manager of a textile dyeing factory in Changzhou, Chongqing, and Shanghai, respectively. Since 1992, served as the first Hong Kong affairs adviser of the state council. In 1994 he founded "Qiushi Technology Fund" as chairman. He was a committee member of the Hong Kong special administrative region in 1996. In 1997, he made a gift of 4 million Hong Kong dollars to Zhijiang College of Zhejiang University to build "Qiushi Hall". He was awarded "the Great Bauhinia Medal" by the government of the Hong Kong special administrative region in the same year. He passed away on March 28, 2007.
